Buying a car or motorcycle: registration checks

Before agreeing a purchase, check registration and ownership-transfer procedures with the land transport office. The complete requirements for foreign buyers remain unverified.

Start with these three things

  1. New vehicle registration and transfer of ownership are listed as separate land transport procedures.
  2. As an example for Japanese residents, the Consulate-General of Japan in Chiang Mai describes an English residence-registration certificate used in vehicle transactions.
  3. Eligibility for foreign buyers and current documents, deadlines and fees remain unverified. Consult the land transport office before signing.

Steps

"Tip" marks a planning suggestion, not an official rule.

  1. Tip Record whether the vehicle is new or used, car or motorcycle, the buyer and seller’s registered names and the registration province.
  2. Tip Before a contract or payment, ask the land transport office whether this vehicle can be transferred and which originals are needed.
  3. If asked for the English residence-registration certificate issued by Japan’s Consulate-General, check that office’s application conditions and documents.
  4. Tip Put the price, responsibility for transfer costs, handover date and response to an incomplete transfer in writing in a language you understand.
  5. Tip Check the registered name and vehicle details yourself after completion.

What to prepare

  • When applying to Japan’s Consulate-General for its English residence-registration certificate for a vehicle transaction: application form, original passport and copy, and evidence of your name and current address, among other items.
  • Registration documents, seller and buyer documents, powers of attorney and vehicle-inspection requirements for a transfer remain unverified. Check the land transport office’s list.

Planning tips (not official rules)

  • Organize the seller’s vehicle information and registration papers so you can show them to the office. Do not post personal information on public forums.

Where to ask

Land transport office handling the vehicle’s registration and transfer

The Ministry of Transport’s official index lists registration and ownership transfer as Department of Land Transport services.

The relevant Chiang Mai branch, address and hours remain unverified. Confirm before visiting.

Things to watch for

"Tip" marks a planning suggestion, not an official rule.

  • Tip Before signing, clarify which originals will be provided and how completion will be verified. Do not rely only on a promise to provide papers later.
  • Qualifying for the English residence-registration certificate does not establish that every purchase or ownership-transfer requirement is met.

Transfer contacts and proof of address

The Ministry of Transport’s service index lists new registration, vehicle transfer and changes to registered details such as an address as separate services. For Japanese residents, the Consulate-General describes an English residence-registration certificate for vehicle transactions.

Questions before purchase

Planning tips (not official rules)

Ask about identity and address documents for a foreign buyer, the seller’s attendance, use of a representative, whether the vehicle must be presented, and transfers involving another province. These are questions to ask, not a verified universal list of requirements.

Questions for the transport office before payment

Current rules for registration papers often called a green book, deadlines, taxes and fees remain unverified. Take the vehicle’s records to the transport office and ask which procedures apply.

Rules can change. Confirm with the Thai land transport office responsible for the vehicle.
