Electricity and water accounts and payments
Identify the bill issuer and use official payment and outage-information channels.

Start with these three things
- PEA Smart Plus provides electricity-bill checks, payments and outage reporting.
- PWA publishes application guidance and payment channels on its official website.
Planning tips (not official rules)
- Start with your lease and bill to determine whether you pay the utility directly or pay a property manager.
Steps
"Tip" marks a planning suggestion, not an official rule.
- Tip At move-in, confirm the account holder, bill issuer, customer and meter numbers, reading and billing cut-off with the landlord or manager.
- For a PEA account, use its official Smart Plus guidance to check bills or report an outage.
- PWA describes applications for a new connection through the branch serving the area or its official online channel.
- Tip Before leaving, agree who arranges an account change or closure. Keep the final meter reading and payment evidence.
What to prepare
"Tip" marks a planning suggestion, not an official rule.
- Tip Gather the latest bill, address, meter photo, account-holder name and lease for an enquiry. These are preparation items, not a verified formal checklist.
- Documents and deposits for foreign applicants opening or transferring an account remain unverified. Ask the responsible branch before visiting.
Where to ask
Provider named on the bill / responsible PEA or PWA branch
PWA directs applicants to the branch serving their area.
Branch-specific addresses and hours are not yet confirmed. Confirm before visiting.
Things to watch for
Planning tips (not official rules)
- Match the month, room, customer number and recipient before paying, so you do not confuse landlord bills with utility bills.
- Verify a payment request against the bill or official guidance instead of transferring money solely on the strength of a message.
The payment recipient
Planning tips (not official rules)
Ask for a breakdown and meter readings when a listing says utilities are included or charged at cost. If utilities are paid with rent, keep an itemized record. Do not enter another customer number in an app without understanding your home’s account.
Official app functions
PEA describes bill payment, applications including new service, outage reports and nearby outage information in Smart Plus.
PWA lists PWA Plus Life and banking apps among its official water-payment methods. Check your bill and the official guidance to determine which channel you can use.
Account changes and departure
PWA’s customer guide lists transfer and service-termination procedures separately from new connections.
Planning tips (not official rules)
Say whether you need a new connection, an account-holder change or closure. Keep receipts by usage month. At move-out, record settlement with the landlord separately from confirmation that the utility account is closed.
